Primary Missions of Pesticides Control in Three to Five

Years and Eight Key Tasks in 2018 Specified by ICAMA

On November 17 and 18, Institute for the Control of Agrochemicals, MOA (ICAMA) held 

a meeting titled as Pesticide Zero Growth for Green Development in Nantong, Jiangsu.

Those present at the meeting were heads of pesticide verifying institutions of 31 provinces,

autonomous regions, municipalities and Xinjiang Production and Construction Corps as

well as relevant leaders of ICAMA including Chen Youquan, Deputy Chief of Planting

Industry Management Department, Ministry of Agriculture (PIMDMA) and Zhou Puguo,

Director of ICAMA.

Primary missions for pesticides control in three to five years specified at the meeting

are as follows:

l   Strictly controlling the pesticide registration and regulating homogeneous products

to ensure the realization of a 30% reduction of newly registered homogeneous products

in 2020;

l   Relaxing the restriction for the registration of high-efficacy, low-toxicity and low-residue

pesticides, pesticides for minor crop use and bio-pesticides and opening a "green channel"

correspondingly.

l   Timely starting special researches on the list of auxiliaries, environment protecting green

formulations, slow-release products for seed use, effectiveness of unmanned plane spraying

pesticides, etc.

l   Enhancing the guidance for the pesticide industry, drafting the national plan for the

industry development and joining efforts to advance the technical innovation at multiple

levels;

l   Reducing the pesticide use, improving the pesticide effectiveness, emphasizing the safe use

of pesticides for minor crops, vigorously advocating the reasonable and scientific use of

pesticides, accelerating the promotion of low-toxicity bio-pesticides and encouraging the

combination of technology and pesticides for targeted administration of pesticides;

l   Strengthening the informational pesticide supervision and speeding up the construction

and improvement of China Pesticide Digital Supervision and Management Platform, of which

the basic framework is composed of "fundamental pesticide data sub-platform, administrative

license approval sub-platform, all-round pesticide quality tracing system, supervision and law

enforcement service system, industry monitoring system and big data analyzing system";

l   Strictly supervising the pesticide registration and test, improving the pesticide technology 

standard system, increasing foreign cooperation on pesticides and enhancing the risk

management after the pesticide use.

Key eight tasks of the national pesticides control system in 2018 specified at the meeting:

1. Well implementing new registration policies;

2. Issuing and applying licenses for production and operation;

3. Facilitating the designation of testing institutions;

4. Facilitating the construction of China Pesticide Digital Supervision and Management Platform;

5. Facilitating engineering construction for improving animal and plant protection ability;

6. Improving the pesticide application for minor crops;

7. Encouraging pesticide export;

8. Accelerating the construction of the agrochemical control system.

Among the tasks, the most important ones are as follows: implementing new policies on

minor crop registration and opening a “green channel” for pesticide registration based on

the registration of pesticides for minor crops to achieve acceptance, review and approval of

relevant registrations. Completing pesticide using program for minor crops and giving a

priority to dealing with pesticide registration for special crops strongly supported by local

governments, with solid technical research foundation and generating more income for

farmers, including ginseng in Jilin, wolfberry in Ningxia, waxberry and traditional Chinese

medicinal herbs in Zhejiang, kiwi fruit in Sichuan and Shaanxi, pseudo-ginseng in Yunnan,

winter jujube in Shandong, etc. Accelerating the establishment of pesticide residue standards

for minor crops to solve the problem of standard absence in the field of special agricultural

product quality control. Compiling a grouping list for pesticide efficacy and residue tests, and

completing the testing criteria on efficacy and residue of pesticides for special minor crop and

relevant use guidance to provide technical support for the safe pesticide use of minor crops.

Zhou Puguo, Director of ICAMA, said that it shall be noted that the development of the

pesticide industry shall be transformed from extensive mode to green one, the major issue

concerning the industry shall be transformed from "existence or not" to "excellence or not",

the nation shall be transformed in pesticide field from "a big country" to "a powerful country",

and the agricultural sector shall be transformed from "a goalkeeper" for registration approval

to "a waiter" serving the whole agrochemical industry. Under the principle of green

development and being driven by reform and innovation, we shall well plan the industry

development home and abroad, apply the information technology effectively and perform

our duties in accordance with laws and regulations.
