  For the purposes of regulating the making and application of 2D codes on pesticide

   labels, the announcement on relevant issues concerning the format and generation of

   2D codes is made as follows in accordance with the Regulations on Management of

   Pesticides and the Measures on Management of Pesticide Labels and Manuals. 

   1. The 2D code on pesticide labels is either a QR code or a DM code. 

   2. The 2D code consists of the website of the tracing system and the unit identification

   code, among others. When a 2D code is scanned, the pesticide name, the name of the

   pesticide registration certificate holder and relevant information should be displayed. 

   3. The unit identification code consists of 32-bit Arabic numbers. The first bit represents

   the pesticide registration type code: "1"stands for a registration type code of PD; "2"

   stands for a registration type code of WP; “3”stands for temporary registration. The

   2-7 bits represent the last 6 numbers of the pesticide registration certificate; for a

   pesticide registration certificate less than 6 numbers, it can be inquired at the website

   of China Pesticide Information Network (www.chinapesticide.gov.cn). The 8th bit

   represents the production type: "1" stands for production by a pesticide registration

   certificate holder; "2" stands for tolling; "3" stands for repack. The 9-11 bits represent

   a product specification code, which is compiled by producers at their discretion. The

   12-32 bits represent a random code. 

   4. The 2D code on pesticide labels shall be unique, with one 2D code corresponding

   to one sales package unit. 

   5. Pesticide producers and overseas enterprises that export pesticides to China shall

   meet the tracing requirements. They may either establish by themselves or entrust

   other institutions to establish a pesticide product traceability system, as well as make,

   mark and manage 2D codes on pesticide labels to ensure the production batch, quality

   inspection and other information of pesticide products can be inquired via the

   traceability website. The website shall be highly compatible and accessible at PC

   and mobile terminals. 

   6. The labels of pesticide products produced by pesticide producers and overseas

   enterprises that export pesticides to China shall be marked with 2D codes consistent

   with those specified in this Announcement as of January 1, 2018.
