CLC held a workshop on the proposed Measures for the Collection and Disposal of Pesticide Containers
On 12th Jan, 2018, CLC held a workshop discussing about the proposed Measures for the Collection and Disposal of Pesticide Containers with CCPIA in Beijing. The participants were including followings: l Representatives from MoEP, MOA, SCC, and ICAMA, l Experts from Nanjing Institute of Environmental Sciences and Research Center for Rural Economy l Representatives from 10 domestic pesticides manufacture l Representatives from 8 multinational pesticides companies During the meeting, Shan Zhengjun, the drafter of the Measures, introduced the background and content of the Measures. CLC and CCPIA gave the comments and suggestions on the Measures on behalf of the industry. 3 pesticides companies shared their experiences of pesticides container trial programs. Participants discussed their suggestions with MOEP and MOA. After the workshop, CLC has submitted the position paper to MOEP and MOA. 5 important issues have been addressed in the position paper, including: l The scope of the Measures. According to the “Pesticides Management Regulations”, the scope of the Measures needs to cover the management of fake pesticides, inferior pesticides and pesticides container. l The classification of pesticides container. It’s better to define the pesticides container as non-hazardous wastes l Obligation of the governments. The Measures needs to also clarify the obligations of the governments l Establishment of collecting system. It should be the responsibility of local environmental authorities and agricultural authorities to build the collecting system l Disposal measures. The current disposal ability is far beyond the realistic requirements. It’s better to reuse the non-hazardous pesticides containers first so that the cost can be reduced. And it’s also needed to draft the disposal standards and make the charging fees to be transparent CLC and ICAMA held a FTIR for Hidden Active Ingredient Rapid Analysis Workshop In order to promote FTIR rapid analysis technology applying to supervision & management on pesticide products, CLC and ICAMA jointly held " FTIR for hidden active ingredient rapid analysis workshop" in Beijing, Dec 21st, 2017, the experts from China agriculture university, institute of plant protection, CAAS, representatives from Shandong, Hebei, Henan, Hunan, Zhejiang, Jiangsu, Shanxi, Hainan provincial ICAs attended the workshop. The experts introduced the research progress on the FTIR rapid analysis technology applying to the supervision & management of pesticide quality, the representatives from the provincial ICAs concluded the experience and issues in past pilot practice, and all participants discussed and completed the 2018 work plan for this project. To resolve the technical and fund issues are the priorities for next year plan, incl. combining and expanding the data base of Infrared spectrum of pesticide active ingredients, researching and developing the infrared spectrum analysis software etc., this project will fully strive for the support in all aspects. All parities expressed that along with the newly pesticide management regulations published, production and sales of the pesticide counterfeit will be the significant part of pesticide product supervision and management, to add the hidden active ingredient into pesticide product does great harmful, it is very essential to support the pesticide supervision and management with effective technical means. The agriculture industry standard " Guidelines on the Determination of Solid Pesticide Formulation by Attenuated Total Reflection Fourier Transform Infrared (ATR-FTIR) Spectroscopy ( draft for public comments)" was discussed as well at the workshop.
